History of Athens County Council for Childhood Education
At a meeting held in Athens, Ohio May 26, 1931, preliminary steps were taken for forming the Athens County Council for Childhood Education. The organization of the Athens County Council for Childhood Education came from a request of the Executive Secretary of the Ohio Council for Childhood Education which at that time was a relatively new organization.
The purpose of the Ohio Council for Childhood Education is as follows: "The purpose of this organization shall be to gather and disseminate knowledge of the movement for the education of young children and to bring to active cooperation all childhood educational interests of the State, including parent education, to promote the progressive type of education in nursery school, kindergarten, and primary grades, to raise the standard of the professional training for teachers and leaders in this field."
The first officers of the Athens County Council for Childhood Education were Constance T. MacLeod, elected chairman pro tem and Irene Estabrook, elected secretary pro tem. Helen M. Evans, Annie Gochnauer, and Marie Acomb were appointed to a committee to draw up the council's first constitution. No further action was taken until March 23, 1932, at which time the Ohio Kindergarten Association was being reorganized into "The Ohio Council for Childhood Education." The Athens Council wished to have its constitution conform to the state constitution and therefore waited for the group's reorganization.
At a meeting on March 23, 1932 in Athens, a temporary constitution was adopted and the name "The Athens Council for Childhood Education" was decided upon. Two years later, in 1934, the name changed to "The Athens County Council for Childhood Education," as the membership included kindergarten/primary teachers from the towns and rural districts in the county, teachers from the city of Athens, the kindergarten/primary faculty of Ohio University and any one interested, including some members of the PTA. On April 13, 1932 a permanent constitution was adopted.
