Prior to joining the Office of Legal Affairs Mr. Loukx worked for almost 20 years with the City of Toledo where, among other positions, he served as both General Counsel and the Director of Law. Prior to joining Toledo’s Law Department, Mr. Loukx was an associate in a firm specializing in civil defense litigation. Mr. Loukx earned a Bachelor of Arts degree from The Ohio State University and a Juris Doctorate degree from Capital University Law School. He is admitted to practice in Ohio, the United States District Courts for the Northern and Southern Districts of Ohio, the United States Court of Appeals for the Sixth Appellate District and the United States Supreme Court.
