CRCs: Please Volunteer! ________________________________________________________________________ ________________________ Federal Health Care Reform Legislation Federal health care reform was enacted in early 2010 when President Obama signed the Patient Protection and Affordable Care Act (PPACA). Sweeping changes to the way health insurance is purchased will be phased over the next 4 years, concluding with the opening of state health insurance exchanges in 2014 where qualifying individuals and small businesses can "shop" for quality, comprehensive health insurance plans at competitive rates. While states have 3 years to implement their health care exchanges, the planning and development process has already begun with states addressing a number of key questions including: Will we create a health insurance exchange? Will we participate in regional exchanges? Will we leave the decisions to a federally created exchange? What will the exchange plans look like? Which essential benefits will be covered? How will specialty plans and services be treated? During this critical planning stage, CRCC will be advocating for the inclusion of rehabilitation counseling services for people with disabilities, with CRCs being the individuals qualified to provide those services. The Need for CRC Volunteers Critical to success in each state will be the coordinated, volunteer efforts of CRCs within their state. State officials will have a mountain of details to sort through, and it is critical that access to the appropriate services addressing disabilities is not lost in the discussion. CRCC is asking CRCs to help represent their profession in their state by working together to ensure that rehabilitation services, including counseling, are covered by insurance plans and state programs under the PPACA. We believe the best way to do this is for local CRCs to write, attend meetings, and comment wherever possible to the committees, planning groups, and new regulatory agencies that will make policy as health care reform moves forward. The Time Is Now: We Need Your Help CRCC is asking all interested CRCs to volunteer their time, in any amount, to assist in this effort. Now is the time to make state health care councils aware of the integral role and function of CRCs in providing quality rehabilitation counseling services to people with disabilities. Please consider volunteering your time. You don't need experience working with legislators as CRCC will provide information, guidance, and support for all volunteer efforts.
