NBCC National Licensing Board Conference
Report for Ohio Counselors
 Our board chair, Mary Venrick, and I recently attended the NBCC conference.  There are a number of key parts, which I wish to share with our licensees and students.

*       The NBCC exams hope to have applicants apply online by June 2014.  With board approval applicant can go online to apply with a credit card!  Details will come as they are developed for use.



*          The DSM-5 will be a part of the NCMHCE exam starting with exams given on or after April 1, 2014.

o    Changes in nomenclature and symptom profiles

o    Inclusion and Expansion of V-codes as part of dimensionality of clinical presentation (ICD-9-CM V-codes and, from the forthcoming ICD-10-CM, Z-codes)T

o    New simulations that incorporate the dimensional approach to diagnosis, treatment planning and interventions

o    No more axes (I-V)

o    The job analysis (every 5-6 years) to determine use of DSM-5


*          CACREP and CORE (Council on Rehabilitation Education) have signed an affiliation agreement.  CORE programs may achieve a dually accredited degree with CACREP as a clinical rehabilitation degree that is an equal of the clinical mental health degree per CORE & CACREP executive directors.



*          Counselor National Legislative Efforts

o    Department of Veterans Affairs - law now allows hiring of professional counselors in VA clinical jobs.  Slow to hire counselors, but look for opportunities on VA website.

o    Medicare - Counselors added to Medicare passed in the House & Senate in separate years of different Congresses. One of the major sponsors is moving up into leadership...better chance of passing.

o    Tricare Certified Mental Health Counselor (TCMHC), if you want to be a provider start working on it now unless you have a CACREP accredited degree and have passed the NCMHCE.

*   Window for grandparenting provisions closes 12/31/2014 - requires a CACREP degree and NCE passed or non-CACREP and NCMHCE passed.

o    DOD/Military Health System DOD directed to develop a plan to hire more counselors.

o    NBCC received a SAMHSA Minority Fellowship Program to award $20,000 per year to 24 minority counseling students. Go to NBCC website search for SAMHSA

o    Indian Health Service (IHS) - loan repayments are available. Got to NBCC website search for HIS

o    NBCC - through Fair Access Coalition on Testing (FACT) is fighting for counselors rights to administer and interpret assessment tests for which they are appropriately trained.



*          Online Counseling Resources

o    See NBCC ethical code

o    FDA beginning to regulate Apps as medical equipment. Here is a website that lists many of the more than 300 software company programs for online - this site rates their HIPAA compliance.
