David, Although knowledge of programming is important, it is already represented on the committee by the two Mikes (assuming that Mike Taylor agrees to help). What you have to offer is a detailed knowledge of the PhyloCode and the ICZN, and a willingness to think carefully about the broad nomenclatural implications of proposed rules.
