Also see the Northeast Conservation Strategy for Diamondback Terrapins
(2016) (link below) page 4 for the Northeast states (Massachusetts to
Virginia). I do know commercial harvest for NJ closed that same year https://www.nj.gov/dep/docs/ao2016-02.pdf 
as the table indicated it is a
