Scope and Content
The records of the Corporation for Ohio Appalachian Development (COAD) document the creation and actvities of this organization. The collection is organized into two series: 1. Governance and 2. Minutes. Governance includes the articles of incorporation, rosters of the board of directors, and bylaws. Minutes includes minutes from meetings of the board of directors.

History of Corporation for Ohio Appalachian Development
The Corporation for Ohio Appalachian Development (COAD) was founded in 1971 by seventeen members of the Community Action Executive Directors in the Appalachian Ohio area. The three main branches of COAD are the Planning and Development Office located in Athens, Ohio; the Energy Conservation Programs also located in Athens, Ohio; and the Foster Grandparents Program, which includes the Senior Companions and Volunteers in Service to America projects, located in Marietta, Ohio. It was structured so that it could truly represent the interests of the economically disadvantaged. COAD is comprised of community action agencies whose boards, by law, represent government, business, and low-income sectors. This unique board made up of the following agencies: Harcatus Tri-County Community Action Agency in Dennison; Muskingum Economic Opportunity Action Group, Inc. in Zanesville; Knohoco Community Action Agency in Warsaw; Jefferson County Community Council, Inc. in Steubenville; Tri-County Community Action Agency in Athens; Guernsey, Monroe, Noble Tri-County Community Action Committee in Caldwell; Community Action Program Corporation of Washington-Morgan Counties in Marietta; Community Action Program Agency of Columbia County, Inc. in Lisbon; Community Action Commission of Belmont County, Inc. in St. Clarksville; Gallia, Meigs Community Action Agency in Cheshire; Jackson, Vinton Community Action, Inc. in Wellston; Ironton, Lawrence County Community Action Organization, Inc. in Ironton; Community Action Committee of Pike County in Piketon; Ross County Community Action Commission, Inc. in Chillicothe; Adams, Brown, Economic Opportunity, Inc. in Georgetown; and Community Action Organization of Scioto County, Inc. in Portsmouth.
