Officials in Western Europe\, the United States\, Cana da\, and Japan began collaborating in response. They passed a range of mult ilateral agreements against terrorist acts which\, they hoped\, would deter new attacks and motivate states to punish attackers. These agreements subs tantially shaped how the industrialized Global North would conceptualize th e threat of “international terrorism” in the decades to come. \n\n \n\nZoll er is an assistant professor of history at Kennesaw State University.
