n\nWhen thinking about economic growth and development should communities f
ocus on people or businesses? Historically communities have focused on bus
inesses and job creation. Over the past decade or so communities are incre
asingly shifting their focus toward people. What can we do to make this a
better place for people to live and work? Sometimes referred to as "place-
making" I suggest that we have entered the "4th Wave" of economic growth an
d development thinking at the local and regional level.\n\n \n\nIf you woul

\nAbout the speaker: \n\nSteven Deller\, Vilas Distinguished Achievement Pr
ofessor\, joined the University of Wisconsin-Madison faculty in 1993 after
being on the faculty of the University of Maine for four years. He is a pr
ofessor in the Department of Agricultural and Applied Economics at the Univ
ersity of Wisconsin – Madison and a Community Economic Development Speciali
st within the UW-Madison\, Division of Extension. He is formerly the inter
im director of the Center for Community and Economic Development\, Division
of Extension. His work is in the broad area of community economic developm
ent with a focus on smaller communities and rural areas. He co-authored th
e textbook Community Economics: Linking Theory and Practices and has co-edi
ted five books\, each focusing on community\, rural and regional economic d
evelopment. The most recent is entitled Local Food Systems and Community E
conomic Development. He has authored or co-authored 129 referred journal
articles and published 31 separate book chapters. Some of his current work
has explored the community economic impacts of mining\, women owned busine
sses\, manufacturing location decisions\, local foods as a community develo
pment strategy and the role of taxes and public services in community econo
mic growth and development. Other topics include rural crime\, natural ame
nities and economic growth\, retirement migration impacts on local communit
ies and how public infrastructure influences local economies. Professor De
ller has served as President of the North American Regional Science Council
\, the Mid-Continent Regional Science Association\, and the Southern Region
al Science Association. He is the recipient of the North American Regional
Science Council’s Walter Isard Award for Distinguished Scholarly Achieveme
nt in the Field of Regional Science. He is also the winner of the inaugural
Rural Renewal Research Prize awarded by the Rural Renewal Initiative at Ok
lahoma State University. He is a Fellow of both the Southern Regional Scie
nce Association and the Mid-Continent Regional Science Association\, the As
sociations’ highest honor. He served as co-editor of the Journal of Region
al Analysis and Policy for nine years\, and is currently on the editorial b
oard of seven academic journals. He has been quoted in the Wall Street Jou
rnal\, New York Times\, Washington Post\, U.S. News & World Report\, USA To
day\, Chicago Tribune\, Detroit Free Press\, Vanity Fair\, Milwaukee Journa
l Sentinel and is a frequent guest on Wisconsin Public Radio.\n\n \n\n \n\n
