When thinking about economic growth and development should communities focus on people or businesses? Historically communities have focused on businesses and job creation. Over the past decade or so communities are increasingly shifting their focus toward people. What can we do to make this a better place for people to live and work? Sometimes referred to as "place-making" I suggest that we have entered the "4th Wave" of economic growth and development thinking at the local and regional level.
