Enrollment Management is led by a team of experienced professionals who are committed to recruiting and retaining high achieving scholars from across the state, throughout the nation and the around globe. Driven by a passion to help students fulfill and exceed their educational goals, the team supports all aspects of enrollment, including recruitment and yield, outreach and communications, application processing and review, financial aid and scholarships, transfer credit, dual enrollment, registration, scheduling, and ensuring accuracy, integrity and confidentiality of academic records. The division leadership works closely together and with academic and administrative partners to deliver successful student outcomes.

Candace J. Boeninger serves as Ohio University’s first vice president for Enrollment Management. Named to the position in 2021, she brings more than two decades of enrollment and admissions leadership experience to the role, having previously served as interim vice provost for strategic enrollment management, associate vice provost for strategic enrollment management and director of Undergraduate Admissions for OHIO. Candace is an experienced enrollment executive committed to effecting change, operating strategically, leading with integrity and delivering data-informed, relationship-driven results. In her role as vice president, she is responsible for the development, articulation and implementation of strategic enrollment management efforts at the institution. She serves on the President’s Cabinet and Council as well as the Provost’s Senior Staff and Deans Council. As an active and engaged contributor within the enrollment profession, she has served in positions of leadership and has supported numerous professional and national organizations, including the National Association for College Admission Counseling and its Ohio affiliate, the American Association of Collegiate Registrars and Admission Officers and College Board. Candace earned a Bachelor of Arts in English and Spanish from Samford University (AL) and a Master of Arts in English from the University of Tennessee.

Bob Bulow serves as Assistant Vice President for Student Information Strategy and University Registrar, where he provides leadership and vision for the Office of the University Registrar and the Veterans and Military Student Services Center. Bob has served in progressively responsible leadership and management roles in the Office of the University Registrar since 2007, leading projects and implementing change, while fostering relationships across teams. As assistant vice president for student information strategy and university registrar, Bob directs a staff that is responsible for all student academic records, the undergraduate catalog, curriculum management, degree audit, registration, scheduling, graduation, unit record reporting, supporting technology to serve the office’s constituents and Veterans educational benefits. He earned a Bachelor of Science in Education with a major in Integrated Mathematics Education, and a Master of Education in College Student Personnel at Ohio University. A well-respected member of the professional registrar community, Bob currently serves as the immediate past president of the Ohio Association of Collegiate Registrars and Admissions Officers (OACRAO).

Rob Callahan serves as the assistant vice president and executive director of the Online, Transfer and Credit Services Center. An experienced higher education professional with more than 20 years of service in enrollment management, Rob has provided leadership to various areas including student recruitment (first-year, international, transfer and online), dual enrollment, transfer credit and articulation, community college partnerships, admissions operations, management of state initiatives and implementation of new legislation and rules. Rob earned a master’s degree from Ohio University in Education Administration and a bachelor's degree from Gannon University in Management Information Systems. He joined OHIO in 2006 and was appointed to his current role in 2023.

Jennifer Dillie serves as the senior business manager for Enrollment Management, where she directs, implements and provides strategic oversight for administrative, financial, human resources and operational functions of Enrollment Management. She utilizes analytical and leadership skills to ensure smooth operation and efficiency throughout Enrollment Management. An OHIO alumna and member of the University for more than 20 years, Jennifer was appointed to her current role in 2021.

Valerie Miller is the executive director of the Office of Student Financial Aid and Scholarships at Ohio University where she has served since 1996. She has been in the role of director since 2011. As director, Valerie oversees the administration of all federal, state and institutional financial aid as well as the university’s major renewable scholarship program. In 2021, her department managed $233 million in financial aid to undergraduate students and more than $400 million to all students. Prior to joining OHIO, Valerie worked in school/lender relations in the Oklahoma State Regents for Higher Education’s Guaranteed Student Loan Program. Her career in financial aid originally began as a student employee and then as financial aid counselor at Pittsburg State University in Kansas, where she also earned a bachelor’s degree in Finance and a Master of Business Administration.

Dr. Mateo Remsburg joined the Ohio University community in July 2021 as assistant vice president for Enrollment Management and executive director of Undergraduate Admissions (AVPEM). In his role, Dr. Remsburg oversees Undergraduate Admissions, which supports outreach and recruitment strategy, admission policy and processes, and yield initiatives for domestic and international first-year, and non-degree students enrolling on all six campuses of Ohio University. He brings an extensive 28 years of higher education enrollment and admission experience to OHIO. Dr. Remsburg earned a Bachelor of Arts in Psychology from the University of Utah, a Master of Science in College Student Personnel and Counseling Services from Kansas State University and a Doctor of Educational Leadership and Policy from the University of Utah.

Dave Tobias serves as Director of Enrollment Management Analytics, providing leadership to the division’s enrollment research and data analysis efforts. With a diverse career spanning multiple institutions, Dave has held senior-level leadership roles in enrollment management gathering expertise in strategic planning, recruitment, marketing, and institutional effectiveness. His academic background includes a Bachelor of Arts, University Scholar in Theology from Xavier University, a Master of Science in Education in Higher Education Administration, Enrollment Management from the University of Miami, and a post-graduate Certificate in Data Analytics from Cuyahoga Community College. A collaborative leader in spirit and tactics, Dave enjoys working within and outside of divisional reporting lines to answer the University’s data and analysis questions, centered within the framework of enrollment management as a process. He joined the OHIO community in 2021 and was appointed to his current role in 2023.

Katie Troyer serves as the senior director of Enrollment Marketing and Operations. In alignment with university strategy and goals, and in partnership with University Communications and Marketing, Katie creates and directs integrated marketing, communication, CRM and event management strategies to facilitate the achievement of university enrollment goals. Katie’s team is responsible for the annual execution of more than 14 million outbound email and SMS messages in support of enrollment efforts. Under Katie’s direction, Enrollment Management recently procured and implemented Rufus the Catbot, a multiplatform AI self-service chatbot designed to integrate with Ohio University’s existing technical infrastructure. Katie earned master’s and bachelor’s degrees from OHIO and has been part of the enrollment management team since 2008.
