Just appears to be a captive reared Northern. The light centers in the scutes are a common fungal infection of the upper layer of keratin on the scute. It looks to me like it might be a Northern Diamond-backed Terrapin (Malaclemys terrapin terrapin), though the range map on your website does not seem to include Fairfax County or the surrounding counties. The turtle was adjacent to a small pond that is fed by water from a nearby wetland. Thanks for assistance in helping to confirm or correct my identification.
