Using examples from water management and climate adaptation in California, this talk describes the cooperation problems involved with the complex, polycentric governance systems that are the reality of environmental policy. Mark highlights some of the important social and institutional processes driving these systems, and how individual policy actors may effectively navigate the systems to achieve their goals and improve cooperation across the networks of involved actors.
